Cornwall – labour market (1) Commuting patterns 2011 and 2021

Summary
Cornwall and the Isles of Scilly (CIoS) is a relatively self-contained labour market, hardly a surprise as the region is surrounded by sea on three sides. Devon including the city of Plymouth lies to its east.  In 2011 92% of residents in employment working in CIoS, the figure for 2021 was 94.7%.  The higher figure in 2021 reflected the impact of lockdown restrictions due to covid 19.  Overall, there was a net outflow of 8,120 in 2011 and 4,580 in 2021. 
 
Data and analysis
In 2011, of the 247,890 residents of CIoS in employment, 228,010 (92%) worked in the region while 18,830 (7.6%) commuted out.  The majority of those who commuted out worked in Devon, 14,030, and of these 9,430 worked in Plymouth.  However, there was also a counter flow with 10,710 commuting into CIoS.  The majority came from Devon with a substantial share from Plymouth. Overall, there was a net outflow of 8,120 people.
 
In 2021, of the 255,360 residents in employment there was an outflow of 10,710  (4.9%) of whom 9,610 worked in Devon and of these 6,100 worked in Plymouth.  There was an inflow of 7,710 people, of whom 5,780 were from Devon including 3,120 from Plymouth. There was a net outflow of 4,580 from CIoS.

Conclusion
CIoS is a relatively self-contained labour market. Outflows and inflows are concentrated around Plymouth.  Such flows reflect the proximity of the city to Cornwall.
